Background
The U.S. Coast Guard Station Belle Isle, located at 50 Strand Dr., Detroit, Michigan, operates five Lennox brand Rooftop HVAC Units (7.5 Ton R-22). One unit was replaced around the 2023/2024 timeframe, while the remaining units are approximately 16 years old and utilize a discontinued refrigerant.

Two of these units are essential for heating and cooling berthing rooms where Coast Guard members stay overnight for 48 to 72 hours. The failure to maintain these units impacts the habitability of the station and its mission capabilities, particularly in Search and Rescue and Recreational Boating Safety.

Work Details
The contractor is required to provide all necessary labor, materials, equipment, supervision, and transportation for the HVAC repair at Station Belle Isle. The work includes diagnosing issues with the existing rooftop HVAC units, particularly focusing on a compromised heat exchanger identified by commercial HVAC technicians. Recommendations include replacing all related sensors and switches. However, it is strongly advised that the entire unit be replaced due to its age (nearly 16 years), poor condition, and reliance on a discontinued refrigerant (R-22).

The work must adhere to the Statement of Work dated April 21, 2025.

Place of Performance
The construction projects will be performed at U.S. Coast Guard Station Belle Isle located at 50 Strand Dr., Detroit, Michigan.
