Background
The United States Coast Guard (USCG) is seeking to procure inspection and facility maintenance services for the USCG Aviation Support Facility (AVSUPFAC) located in Saint Paul, Alaska. This requirement arises from the need to maintain unoccupied buildings at the decommissioned Coast Guard Loran Station Saint Paul, ensuring that the facility retains its value and does not deteriorate. The facility has been vacated by the Coast Guard but continues to support ongoing communication and aviation missions.

Work Details
The contractor will provide personnel, equipment, tools, materials, management, supervision, and services necessary for inspecting and maintaining the Forward Operation Location (FOL) at Saint Paul, AK. Key tasks include:
1. Inspecting real property facilities in accordance with a Performance Maintenance Frequency Schedule.
2. Performing scheduled maintenance tasks as outlined in job cards (e.g., interior inspections, recirculation of aviation fuel, boiler inspections).
3. Conducting incidental maintenance as defined in the contract.
4. Responding to emergency repairs that may arise due to safety hazards or potential damage to facilities.
5. Reporting any discrepancies or damages found during inspections.
6. Providing a Safety Plan and ensuring compliance with safety standards.

Period of Performance
The contract period will be from September 25, 2026, through September 24, 2027, with two one-year option periods extending potentially until September 24, 2029.

Place of Performance
USCG AVSUPFAC Saint Paul, Saint Paul Island, Alaska.

Bidder Requirements
Bidders must demonstrate existing capabilities to respond to routine and emergency calls on St Paul Island at all times and successfully provide all services identified in the Performance Work Statement (PWS). All personnel must be legal resident aliens or citizens of the United States. The contractor must also provide a Key Personnel Contact List with relevant details of supervisory personnel.

Incumbent Analysis (see Incumbents section for more detail)
This opportunity appears to have a confirmed incumbent based on contract 70Z04525PKODI0102 awarded to Awalix for $90,000 (09/25/25–09/24/26) to provide caretaker services for Coast Guard facility assets on St Paul Island, Alaska. A closely related prior award (70Z04524PKODI0071) also lists Awalix as the awardee for $88,025 (09/24/24–09/25/25) under a “facility caretaker service” description. The current PWS similarly focuses on maintaining and inspecting unoccupied USCG facilities on St Paul Island and responding to routine and emergency maintenance needs, which aligns with the prior caretaker scope as a continuation of the same facility support function.
