NOTICE OF INTENT TO SOLE SOURCE

The Department of Homeland Security (DHS), United States Coast Guard (USC) Sector San Francisco, located at 1 Yerba Buena Island, San Francisco, CA 94130 is issuing this notice of intent (NOI) to inform industry contractors of the Government's intent to Award a Sole Source Firm Fixed Price (FFP) contract under IAW Federal Acquisition Regulation (FAR) Part 12 and 13 procedures.

The intended Contractor is Gashouse Cove Fuel Dock, located at 12 Marina Blvd, San Francisco, CA 94123

This procurement is being conducted using commercial item procedures pursuant to Federal Acquisition Regulation (FAR) Part 12 and FAR Part 13, specifically FAR 13.106-1(b)(1), allowing the Contracting Officer (KO) to solicit from one source.

The North American Industry Classification System (NAICS) for this requirement is, 424710 Petroleum Bulk Stations and Terminals. The Product of Service Code for this requirement is 9140. This will be a small business under the Small Business Administration (SBA) size standard for this sector.

This notice of intent is neither a formal solicitation nor a request for competitive proposals. No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of unsolicited quotations or offers received in response to this notice. Any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the Government. The intent of this synopsis is for informational purposes only. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.

A determination by the Government not to compete this proposed procurement based on the responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Background
The Department of Homeland Security (DHS), United States Coast Guard (USC) Sector San Francisco, located at 1 Yerba Buena Island, San Francisco, CA 94130, is issuing this notice of intent to award a Sole Source Firm Fixed Price (FFP) contract.

The intended contractor for this procurement is Gashouse Cove Fuel Dock, located at 12 Marina Blvd, San Francisco, CA 94123. USC Sector San Francisco is tasked with coordinating and enforcing maritime safety zones during the 2024 Fleet Week in support of the US Navy Blue Angels air show. Due to limited availability of capable vendors in the area and the proximity of the requirement timeframe to the start of the new fiscal year, a sole-source contract is anticipated.

Work Details
The vendor is required to provide fuel for up to fifty (40) authorized local Law Enforcement and Agency vessels during the 2024 San Francisco Fleet Week. The vendor must have a fueling pier/dock that can accommodate jet skis and boats ranging from 23 to 50 feet in length.

Each vessel will require between one (1) gallon and two hundred (200) gallons of fuel per fueling evolution, as determined by the Captain of each vessel at the time of fueling. The estimated total fuel requirements for the event are approximately:
- 3,760 gallons of Regular Unleaded Gasoline
- 1,681 gallons of Marine Diesel.

Deliveries will take place at 10 Marina Blvd, San Francisco, CA 94123 during normal marina operating hours (0900 to 1700 local) between October 6, 2024, and October 14, 2024.
