Requirement: The U.S. Coast Guard uses surface search radars to provide operators with an advanced navigational and surveillance system that enhances situational awareness of the maritime environment in costal and naval environments. There are currently 6 separate surveillance Radars in use on multiple ashore and afloat platforms. The current surface search radars, which includes the AN/SPS-50, AN/SPS-78, AN/SPS-79, AN/SPS-73, and Terma Scanter 2001 Radars, are currently installed across 14 cutter platforms and 113 Vessel Traffic Service (VTS) surveillance sites. The replacement of these specified radar systems is critical to modernizing the Coast Guard's capabilities and ensuring readiness to address emerging threats and challenges in the maritime domain.

The anticipated NAICS Code for this requirement is 334511 Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing.

The anticipated Product Service Code (PSC) is 5840 Radar Equipment, Except Airborne.

Submission of Information: Interested parties are encouraged to submit an RFI response which supports the company's claim that it presently has the technology, qualifications, experience, and capabilities to satisfy the requirements.

Specifically, interested parties are requested to provide the following information in an RFI response:

  1. Response to all questions in Attachment 1 Questionnaire.
  2. Attachment 2 - DRAFT Statement of Work (SOW) and Attachment 3 - System Requirements Document (SRD) are attached to allow prospective offerors the opportunity to review and provide comments/questions within the document regarding the specification's feasibility. A commented version of the DRAFT SOW and SRD should be submitted as part of your RFI response, if applicable. If there are areas in the Draft SOW and/or SRD that your company cannot meet, provide comments within the draft documents with the details of why it does not meet the requirements and provide comments with what capabilities are available. (Click the Review tab within the Word.doc. Then click or highlight the area of concern in the document and click New Comment to write your comment.)
  • The System Requirements Document (SRD) contains requirements identified as Objective . These requirements are the preferred system capabilities and will be evaluated based on degree of benefit provided to the Government. All other SRD and Statement of Work requirements and specifications contained herein are the minimum Threshold requirements. The Government is seeking Industry feedback on Objective and Threshold requirements.
  • Please identify all concerns or recommendations within the DRAFT SOW and SRD.

Background
The U.S. Coast Guard is seeking to modernize its surface search radar capabilities through the acquisition of a next generation surface search radar (NXR). This initiative aims to enhance navigational and surveillance systems that improve situational awareness in maritime environments. The current radars in use, including the AN/SPS-50, AN/SPS-78, AN/SPS-79, AN/SPS-73, and Terma Scanter 2001, are outdated and require replacement to ensure readiness against emerging maritime threats.

Work Details
The contract involves the procurement of a scalable surface search radar system that is IMO certified. The system must provide advanced collision avoidance capabilities and enhance navigation for Coast Guard cutters and shore units. Specific requirements include:
- Replacement of existing radars: AN/SPS-50, AN/SPS-78, AN/SPS-79, AN/SPS-73, and Terma Scanter 2001.
- Compliance with various standards such as MIL-STD-810H for environmental considerations and IEC standards for navigation equipment.
- The system must support interoperability among different vendors and utilize common data protocols.

The radar specifications include:
1. **AN/SPS-50**: 25kW X-Band and 30kW S-band transmitter/receiver; displays up to 1,000 AIS-equipped contacts.
2. **AN/SPS-78**: Designed for multiple cutter platforms; includes SAOP for enhanced situational awareness.
3. **AN/SPS-79**: Short-range radar for Maritime Security Cutter - Large vessels; integrates with C2 systems.
4. **Terma Scanter 2001**: X-band radar for vessel traffic management; not IMO compliant.
5. **AN/SPS-73**: Utilized for VTS sites; includes a Furuno radar setup with a 25kW X-Band transmitter.
