DEPARTMENT OF HOMELAND SECURITY/U.S. COAST GUARD NATIONAL MULTIPLE AWARD CONSTRUCTION CONTRACT (NMACC III) SOLICITATION.

Two-Phase Design-Build Selection Procedures outlined in FAR Subpart 36.3 will be used for this procurement.

SOLICITATION 70Z04723RNMACCSB has been posted to start the Pool #2 & Pool #3 procurement.

POOL #1 ONLY, UNRESTRICTED (FULL AND OPEN) PHASE I PROPOSALS ARE DUE DECEMBER 5, 2022 at 2:00 p.m. EST

Background
The Department of Homeland Security (DHS) and the United States Coast Guard (USCG) are procuring a suite of three Indefinite Delivery Indefinite Quantity (IDIQ) National Multiple Award Construction Contracts (NMACC III) to perform construction services with three distinct pools basis. The work acquired under this contract is for construction services of government facilities at various locations within DHS area of responsibility, including but not limited to, locations in any of the 50 United States, Puerto Rico, Guam and the U.S. Territories. This is a DHS enterprise-wide non-mandatory contract vehicle. The majority of the construction work applied to this contract will be performed for the United States Coast Guard (USCG), but will be available on a non-mandatory, enterprise-wide basis to all DHS Directorates and Components.

Work Details
The NMACC III will support primarily Design-Build (DB), but may include Design-Bid-Build (DBB), or performance-based construction delivery methods provide new facilities and large capital improvement renovations to existing facilities. General construction services include new construction, marine construction, demolition, renovation, alteration, repair, restoration, systems and infrastructure for land, shore and coastal type projects and may include civil, architecture, structural, mechanical, electrical, fire protection, and communication systems.
Projects may include new construction, renovation, marine construction (piers, wharfs, vessel shore ties, etc.), demolition, alteration, repair, historical restoration, building system installations, and infrastructure systems.
Types of facilities may include waterfront and harbor structures (piers, wharves, vessel shore ties), housing, aviation and aviation fuel facilities, hospital and medical complexes among others.

Period of Performance
The completion date for the NMACC III basic contract is one year from the date of contract award with nine one-year option periods.

Place of Performance
The geographic locations where the construction projects will be performed include various locations within the Department of Homeland Security area of responsibility such as any of the 50 United States, Puerto Rico, Guam and the U.S. Territories.
