USCG Lubricants Testing

Background
The United States Coast Guard (USCG) requires services to perform testing, analysis, and data review of new and used oil and coolant samples provided by the Government. This requirement is essential for monitoring lubricant and coolant conditions in major equipment to detect potential component problems early. The contract aims to enhance the utilization of Condition Based Maintenance programs within the USCG.

Work Details
The Contractor shall perform testing of lube oil and coolant samples, including storage, data analysis, quality assurance of test results, and supply of sample bottle kits. Key tasks include:
- Testing a maximum of 100 samples per day (normal volume estimated at 40 samples).
- Conducting physical property tests and spectrochemical analysis as specified in Attachment A.
- Providing complete analysis for every sample result, including identification of out-of-limit properties, possible causes of failure, and recommendations for corrective actions.
- Supplying barcoded sample labels for tracking.
- Providing sample bottle kits with specific requirements for construction and shipping.
- Maintaining a log for sample receipt and ensuring timely processing within two business days.
- Performing expedited testing upon request.
- Retaining samples for 45 days post-testing for potential retesting needs.

Place of Performance
The work will be performed at the Contractor's laboratory facilities located within the Continental United States (CONUS).
