MARKET SURVEY FOR CERTIFIED PROFESSIONAL ENGINEERING SERVICES (CIVIL). THIS ACTIVITY WILL BE PROVIDED TO THE FEDERAL AVIATION ADMINISTRATION IN SUPPORT OF THE UNITED STATES COAST GUARD.

This is a market survey is for information and comments from industry that will aid in the formation of an acquisition strategy for Professional Engineering services that can certify documents, in support of the United States Coast Guard (USCG) within the Department of Homeland Security (DHS). The draft requirements and definitions are identified in the attached Statement of Work (SOW).

At this time the nature of the competition has not been determined.

The purpose of this market survey is to solicit statements of interest, capabilities, and rough orders of magnitude (cost estimates) from businesses interested that will be capable of providing the required services per the requirements referenced in the SOW. Respondents to this market survey are encouraged to provide comments regarding the government's approach to this requirement.

This market survey is also being conducted to obtain the information necessary to determine if adequate competition exists.

Each vendor should include the following information along with their submission:

  1. Clearly state if your company can review documents created by Federal Aviation Administration engineers and provide a Certified Professional Engineering (PE) concurrence (signified by affixing a PE stamp on the document) or rejection of the government's conclusions and recommendations.
  2. Expected programmatic approach (in-house, teaming, subcontracting, etc.) - Respondents must provide their strategy for accomplishing this work and providing all requested services within stated parameters.
  3. Capability Statement - This document should identify:
    • Relevant previous contracts and awards for reviewing and approving or rejecting government documents by a Certified Professional Engineer.

(Elaborate: dollar amounts and provide detailed information and past performance).

    • Number of years in business.

All responses to this market survey must be received by 4:00 p.m. Central Time (Oklahoma Time) on July 16, 2026.

Background
The United States Coast Guard (USCG) is seeking certified professional engineering services to support its mission through the Federal Aviation Administration (FAA).

The USCG's Shore Infrastructure Logistics Center Civil Engineering Units are responsible for planning and executing regional shore facility projects across five districts. This market survey aims to gather information from industry to aid in the formation of an acquisition strategy for professional engineering services that can certify documents, ensuring compliance with safety standards and effective maintenance of communication towers.

Work Details
The contractor will be responsible for reviewing and approving tower inspection reports generated by FAA technical personnel. This includes documents related to preventive and corrective maintenance actions, ensuring compliance with Industry Standard TIA-222-I, and safeguarding the safety of maintenance crews and property near tower sites.

Specific tasks include:
1. Reviewing tower inspection reports for 79 individual sites;
2. Approving structural analysis or repair plans for up to 20 sites;
3. Affixing a Professional Engineer (PE) stamp on approved documents;
4. Identifying deficiencies during document review and providing supporting documentation;
5. Ensuring all reports are reviewed within 15 days of submission by the FAA.

Period of Performance
12 months from the time of award.

Place of Performance
All tower locations are within the Continental United States and United States territories, with PE approval work expected to be performed at the contractor’s facility.
