This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and FAR 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Instructions to offerors (Tailored for quotes under FAR part 13), evaluation criteria, and all applicable FAR Provisions and Clauses are attached. The solicitation number is 70Z03522-Q-0000170 and is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-04. This acquisition is set-aside 100% for SMALL BUSINESS. Where Federal Acquisition Regulation clause language is inconsistent with FAR 13.004, Legal Effect of Quotations, that language is hereby tailored in accordance with FAR 12.302 to be consistent with a request for quotations. This tailoring includes but is not limited to the following: In accordance with FAR 13.004, a quotation is not an offer, and any clause provision to the contrary is hereby modified to be consistent with FAR 13.004. Where the word "offer/offeror" or a derivative of that word appears, it is changed to "quote/quoter" or a derivative of that word. USCG DD-SEWARD HOUSING has a requirement to purchase: GENERAL. Scope. The purpose of this order is to obtain a one-time removal and installation service of one boiler in the Unaccompanied Personnel Housing (UPH) in Seward Alaska. Contractor will provide qualified boiler removal and installation personnel, all tools and parts necessary to complete installation. Background. The boiler to be removed is an Energy Kinetics System 2000 boiler. The replacement boiler and day tank must be the same or equal in type to the existing equipment at the Coast Guard UPH. Recommendations for a different model boiler and day tank will be considered, provided they are similar in type, cost, and lead time on materials and match the existing equipment. Coast Guard Base Kodiak, Alaska (Facility Engineering Department) who can be reached at (907) 487-5170 x6677 or Brian.D.Walsh@uscg.mil. 5.3 The Contracting Officer will be SKC Jennfer C Sanders, jennifer.c.sanders@uscg.mil or 907 428-4135. 6.0 DESCRIPTION OF WORK: 6.1 Scope: Removal and Installation shall be conducted as per Original Equipment Manufacturers (OEM) guidance to include installed piping system and attached components. 6.2 Documentation of all work completed shall be provided for removal and installation along with any findings that require immediate or upcoming repair outside the scope of the replacement and installation contract. 6.2.1 For supplies and services outside the scope of the replacement and installation contract, do not complete service or order parts until funds are approved by the authorized Coast Guard representative. The United Stated Coast Guard will not be required to pay for parts or services if prior approval was not first received. 7.0 GOVERNMENT FURNISHED PROPERTY (GFP): 7.1 This order does not require the use of any Government Furnished Property (GFP). 8.0 CONTRACTOR-ACQUIRED PROPERTY (CAP): 8.1 The contractor shall provide all material and equipment necessary to complete the tasks in a timely manner. 9.0 SUBCONTRACTING REQUIREMENTS: 9.1 There are no subcontracting requirements for this Statement of Work; however, the Contractor may use certified subcontractors at their discretion to complete the tasks. The Contractor is responsible for the quality and timeliness of any and all subcontracted work used to meet the Statement of Work requirements. 10.0 OTHER CONDITIONS / REQUIREMENTS: 10.1 Contractor shall be actively registered in System for Award Management at www.sam.gov.
