Description

This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in FAR 12, Acquisition of Commercial Items. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-06, effective October 1, 2025.

This solicitation is issued as a 100% HUBZone Small Business Set-Aside.

Background
The U.S. Coast Guard (USCG) Logistics Command (LOGCOM) is issuing this solicitation for Refuse and Recycling Collection and Disposal Services at the USCG Base Borinquen, Puerto Rico.

The mission of the Coast Guard is to provide and maintain a safe, clean, and healthy environment for all residents, military/civilian personnel, and members of the public. This contract aims to ensure that qualified refuse and recycling services are provided to support the CG installation in accomplishing its mission.

Work Details
The contractor shall perform refuse and recycling collection and disposal services in a manner that ensures the health and safety of federal employees and the public.

The anticipated results include superior customer service that creates a comfortable, healthy, and safe environment. Specific tasks include:
1. Collection of refuse from various locations including Hangar Area, School Drive Road, Medical-NE, Community Center, Facility Maintenance Area, Ramey School, Lighthouse, Housing Quarters, Central Park Playground, Circle F Playground, Cliff/Hook Playground, Basketball-Tennis Area, Ray Park Area.
2. Management of different sizes of refuse containers: 6-cubic yard plastic/cover containers at various locations (totaling 10), and 20-cubic yard steel container at Building 410/Hangar Road. Additionally, there are 95-gallon plastic/cover containers located throughout the housing area totaling 219 units.
