Description

This is a Sources Sought Notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is for market research purposes only. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice.

The Government anticipated award of the USCENTCOM task order on the SIA 3 IDIQ contract prior to the end of the current contract, which ends on 28 June 2025. The Government potentially needs an additional three (3) months to successfully award and transfer this requirement to the SIA 3 task order, which is a competitive solution for this requirement.

Due to our stringent security paramenters with regards to TS/SCI cleared personnel, we must execute an emergency bridge contract with the incumbent to avoid any gaps in service for this mission critial effort. During the bridge, the new effort will be awarded on the SIA 3 IDIQ.

Background
The United States Central Command (USCENTCOM) is seeking to provide support to its Directorate of Intelligence (J2) located at MacDill AFB in Tampa, Florida, and various other locations throughout the Continental United States (CONUS) and Outside Continental United States (OCONUS).

The goal of this contract is to deliver tailored intelligence necessary for joint planning, operations, and assessments to the USCENTCOM Commander, HQ staff, subordinate components, joint HQ staffs, and foreign partners. The contract aims to fulfill USCENTCOM's intelligence needs for situational awareness, information sharing, General Military Intelligence (GMI), targeting, Collection Management Authority, Intelligence Surveillance and Reconnaissance (ISR) management, counterintelligence/human intelligence (CI/HUMINT), and support for operations and exercises.

Work Details
The contractor will perform a range of tasks under the following categories:
1. **All-Source Intelligence Analysis**: Conduct comprehensive analysis across various intelligence disciplines.
2. **Indications and Warning**: Provide timely alerts on potential threats.
3. **Intelligence Operations**: Support international intelligence engagements and knowledge management.
4. **Collection Management**: Manage all-source intelligence collection efforts and ISR synchronization.
5. **Target Intelligence Analysis**: Analyze target systems for military operations.
6. **Counterintelligence Support**: Assist in CI/HUMINT operations including asset validation and operational support packages.
7. **Current Intelligence Support**: Produce current all-source analyses on regional security issues affecting USCENTCOM objectives.
8. **Crisis Response**: Provide 24/7 situational awareness during ISR operations.
9. **Training and Logistics Support**: Assist with logistics for personnel and equipment as well as training on foreign disclosure standards.
10. **Performance Standards**: All products must comply with established analytic standards and be delivered within specified deadlines.

Period of Performance
The anticipated period of performance includes an eight-month base period followed by four 12-month option periods.

Place of Performance
The primary location for performance will be at MacDill AFB in Tampa, Florida, with additional work at various locations throughout CONUS/OCONUS.
