USARC WEBCASS Support Task Order

Background
The United States Army Reserve (USAR) is seeking contractor support services for the preparation and maintenance of environmental data while awaiting migration and alignment in the Army’s new centralized system of record, Web-Based Compliance Assessment and Sustainment System–Enterprise (WEBCASS-E). The acquisition will be a sole source award via the J6 Enterprise Technology Services (JETS) contract vehicle to Plateau Software, Inc. The WEBCASS-E platform facilitates document control, auditing, assessments/inspections, funding management, workflow management, and auditing capabilities for Army Installations Energy & Environment (IE&E) compliance, conservation, cleanup, and sustainability. The USAR's current enclave support expires on September 26, 2023.

Work Details
The task order requires contractor support services for the preparation and maintenance of USAR environmental data while awaiting migration and alignment in WEBCASS-E. This includes preparing the data for migration and alignment into the unified WEBCASS-E dataset, which is a complex enterprise requiring system expertise to complete. Once the migration and alignment are complete, operation and maintenance (O&M) activities will focus on program data for environmental funding, compliance, hazardous waste, and energy. The work effort also involves overcoming a lack of standardization in existing databases across various Army Components to successfully migrate and align separate instances into a unified dataset. The contractor will need to have an intimate understanding of the WEBCASS-E platform architecture and design to complete this work effort.

Period of Performance
The contract will have a firm-fixed price task order with a 12-month base period of performance from September 27, 2023 through September 26, 2024.
