Background
The United States Agency for International Development (USAID) is seeking proposals from US small business concerns to implement the Ukraine Monitoring and Learning Support Contract as described in the attached Request for Proposals (RFP). USAID/Ukraine anticipates awarding one cost plus fixed fee (CPFF) type contract with a period of performance of five (5) years. The total estimated cost of this contract (including costs and fee) is in the range of $16 - $18 million. The principal geographic code for this contract is 110 and 937.
All qualified U.S. small business offerors are invited to submit a proposal.

Work Details
The purpose of this five-year Contract is to holistically assist the USAID Regional Mission for Ukraine and Belarus (hereafter USAID/Ukraine) in its overall monitoring, and its collaborating, learning and adapting (CLA) needs over the implementation of its five-year 2019-2024 Country Development Cooperation Strategy (CDCS).
This contract has two major objectives, USAID/Ukraine CDCS implementation support, and holistic support for ongoing Mission monitoring and learning needs. The first objective includes monitoring of a Mission-wide Performance Management Plan (PMP), evaluating performance and impact, learning and adapting from evidence, tracking evaluation needs, and designing and preparing data collection to inform reporting such as the Operational Plan (OP) and Performance Plan and Report (PPR). The second objective includes activities designed to improve data collection, processes, sharing, support existing mapping efforts, and support existing mapping efforts.
