USAID Transformation Communications Activity

Solicitation Number: 72012120R00003

Pre-solicitation Release Date: December 16, 2019

The United States Government, represented by the U.S. Agency for International Development (USAID), Regional Mission for Ukraine and Belarus intends to issue a contract for the implementation of the USAID Transformation Communications Activity. USAID intends to use full and open competition for this procurement and to release the solicitation within the second quarter of U.S. fiscal year 2020.

This pre-solicitation notice purpose is to provide information regarding the anticipated USAID Transformation Communications Activity through a synopsis.

Title: USAID Transformation Communications Activity

Purpose: To partner with the Government of Ukraine (GOU), private sector, and civil society to support engaging, audience-focused content and information about Ukraine's democratic transformation and European integration.

Objectives: (1) Equip USAID and its partners to conduct data-driven communications; (2) Increase the quality and quantity of strategic communications on reform dividends; (3) Broaden the use of social impact content by Ukraine's civic leaders and creative sector.

Prospective Offerors are advised that this procurement is subject to internal USAID approvals and the availability of funds. This is NOT an Invitation for Bid (IFB) or a Request for Proposals (RFP) and in no way obligates the US Government to issue an RFP/IFB and/or award a contract. This notice satisfies the synopsis requirement in FAR 5.2. If a solicitation is issued, all necessary information will be supplied at the time it is posted at beta.SAM.gov. (Effective November 12th 2019, FBO.gov is retired, and Beta.SAM.gov is now the authoritative source for Contract Opportunities.)
