SOURCES SOUGHT DESCRIPTION This is NOT a solicitation announcement. This is a Sources Sought notice only. The purpose of this Sources Sought is to seek sources that are able to meet the requirement described within this Sources Sought notice. Responses to this Sources Sought will be used by the Government to make appropriate Acquisition decisions. All information received in response to this Sources Sought Notice that is marked as proprietary will be handled accordingly. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this Sources Sought Notice. After review of the responses to this Sources Sought, a solicitation announcement may be published. Responses to this Sources Sought synopsis are not considered adequate responses for a solicitation announcement. Please note that these requirements are not finalized and is subject to change based on the responses to this Source Sought.

Background
USAID Southern Africa’s Regional Development Cooperation Strategy (RDCS) aims to catalyze inclusive economic growth through private sector expansion. The Mobilizing Investment activity will build on this strategy by partnering with businesses and capital providers to increase investment flows and support development objectives in the region.

Work Details
USAID Southern Africa, through the Mobilizing Investment activity, will partner with businesses and capital providers (e.g., banks, development finance institutions, institutional investors, private equity funds, venture capital funds) and other non-bank financial intermediaries to strengthen the capacity of investors and funds to catalyze and mobilize greater volumes of private capital into sectors that can increase employment, decrease poverty, and reduce inequality within the Southern Africa region.

Bidder Requirements
Must have experience in financial sector development, including in Southern Africa, and capacity to manage and implement a large USG award.
Organizations must be willing and able to work in Southern Africa.
Responses must include:
- Name, email, and address of the organization
- General organization information
- A statement of capabilities (maximum three pages)
- A one-page table listing three to seven recent, relevant projects (prime or subcontractor level)
- For small businesses, a statement identifying applicable small business and socioeconomic designation
- Optional company brochure
Qualified small businesses are encouraged to respond.
