This contract shall help advance the United States Agency for International Development's (USAID) high standards of programming by providing demand-driven safety and logistics services in areas including difficult to reach and hard to serve areas throughout Bangladesh where currently there are USAID funded activities.

The aim of this contract is to offer security and logistical support services, and monitoring & information management services to USAID/Bangladesh. The services shall include functioning as a security data repository, provide transportation services and other logistical and administrative assistance to facilitate monitoring and evaluation site visits, including short-term visits by VIPs, U.S government officials and visitors to the targeted regions. Services include providing alternative transportation options, particularly for accessing hard to reach locations. The Contractor shall maintain current situational analysis, apprise USAID staff and implementing partners of security-related concerns in areas with United States Government (USG) programming, and through logistical and administrative support, assist USAID staff to monitor and/or launch new activities.

USAID/Bnagladesh is hereby published an Amendment # 1 of the RFP on July 10, 2023.

Background
USAID/Bangladesh manages a diverse portfolio of approximately 75 activities across sectors including democracy and governance, economic growth, education, health, humanitarian assistance, and disaster risk reduction.
It has an annual budget of about $200 million plus $120 million for humanitarian response.
Since the 2017 Rohingya refugee influx, the Cox’s Bazar region has presented heightened security and logistical challenges.
To ensure safe, timely, and effective monitoring, evaluation, and site visits—especially in hard-to-reach areas—USAID/Bangladesh has established the Safety and Logistics Support (SLS) contract to provide demand-driven safety, security, logistical, and information management services that uphold USAID’s high programming standards.

Work Details
Provide demand-driven safety and logistics services, including:
• Function as a security data repository and conduct ongoing situational analysis
• Manage a fleet of at least 8 vehicles (2 armored, 6 unarmored) distributed across Cox’s Bazar, Dhaka, and Jashore to support monitoring and evaluation site visits, VIP/USG official visits, and alternative transportation for hard-to-reach locations
• Deliver logistical and administrative support for planning and execution of field visits, including deployment of drivers and logistics coordinators
• Support an estimated 200–250 trips plus 5 VIP trips annually, with supplementary use of the U.S. Embassy motor pool
• Monitor and disseminate safety and security information to USAID staff, implementing partners, and stakeholders
• Coordinate with the PLSO to assist partners in developing safety and security plans
• Produce quarterly reports, bi-weekly security activity and analysis reports (or as requested), and timely alerts via email/SMS
• Provide maps detailing USAID project locations in Bangladesh
• Submit a final lessons-learned report with recommendations for future activities
• Participate in regular coordination, planning, and annual work-plan meetings, and support USAID project start-up and contract management processes

Period of Performance
Five years from the date of award, comprising a three-year base period and a two-year option period.

Place of Performance
Bangladesh, including Dhaka, Cox’s Bazar, Jashore, and other remote or hard-to-reach locations where USAID-funded activities are implemented.

Bidder Requirements
Offerors must propose full-time, Bangladesh-based key personnel: a Chief of Party with at least ten years of relevant security, logistics, and risk-management experience, fluent in English and Bangla; and an Operations Manager with qualifications suited to managing the described services.
Proposals must include an organizational chart, staffing plan, and letters of commitment from any major subcontractors.
Offerors must possess or obtain Defense Base Act insurance, secure necessary security clearances for access to USG facilities, submit a Trafficking in Persons Compliance Plan, and provide a negotiated indirect cost rate agreement or audited financial statements if no NICRA is in place.
