NOTICE OF INTENT (PRE-SOLICITATION NOTICE FOR A NON-COMPETITIVE ACTION):

The United States Agency for International Development (USAID) Rwanda intends to make a sole source award of $843,000 to RTI International, Research Triangle Park, North Carolina, USA. The purpose of the award is to increase the total estimated cost of an existing $24,582,958 contract with RTI to provide services under the Private Sector Driven Agricultural Growth activity in Rwanda. RTI will deliver the services by the end date of the existing contract: August 30, 2019. The original contract period of performance will not change. RTI has developed a very successful program delivering assistance to the Government of Rwanda to increase private sector investment in Rwanda, which is Objective 1 under Section C.3 of existing contract AID-696-C-14-00002. This increase to the total estimated cost of the contract will allow RTI to deliver additional assistance to the Government of Rwanda to increase private sector investment, as specified in the original contract.

The regulatory authority permitting this award without providing full and open competition is AIDAR 706.302-70(a)(2), Impairment of Foreign Aid Programs, which states that full and open competition need not be obtained when it would impair or otherwise have an adverse effect on programs conducted for the purposes of foreign aid, relief, and rehabilitation. Specifically, AIDAR 706.302-70(b)5) applies in this case, allowing exception to fair and open competition: "An award for the continued provision of highly specialized services when award to another resource would result in substantial additional costs to the Government or would result in unacceptable delays."
