Background
The United States Agency for International Development (USAID) plays an essential role in U.S. foreign policy, working to establish a self-sustaining living environment and distribute humanitarian assistance. USAID operates in more than 80 countries, aiming to achieve U.S. foreign policy objectives. The agency has been procuring end point devices through a centrally managed purchasing vehicle since 2010, and it anticipates transitioning to a PCaaS model around February 2024. The primary objectives of USAID’s PCaaS solution include maximum flexibility, transparency, quality services, and streamlined invoicing, billing, and payment processes.

Work Details
The solicitation seeks market research information on the 'Personal Computing and Desktop as a Service' (PCaaS) program. The tasks include understanding technical solutions for meeting PCaaS requirements, best practices for a successful PCaaS contract, pricing models and contract types optimal for various models, mechanisms for disposition of existing Government PC assets, approaches to replacing existing Government assets with Contractor-furnished devices, methods for addressing tech refresh of devices, performance metrics for evaluating Contractor performance, transition options to a future Contractor, evaluation of industry interest in USAID’s PCaaS requirements and the types of businesses demonstrating interest, capabilities of interested firms to deliver PCaaS on a global basis, and unique constraints in various global locations that will impact delivery and performance.

Period of Performance
The transition to a PCaaS model is anticipated around February 2024.

The PCaaS program is global in scope and supports all USAID locations around the world.
