USAID Program for Advancing Supply Chain Outcomes (PASCO) Activity   3

Background
The United States Agency for International Development (USAID) Mission to Zambia is seeking proposals from qualified entities to distribute and facilitate an effective and efficient transportation system of health commodities from Zambia Medicines and Medical Supplies Agency (ZAMMSA) to the regional distribution hubs, district health offices (DHOs) and eventually to the last mile (hospitals and health centers). The goal of PASCO is to ensure sustainable access to safe, effective, quality-assured, affordable lifesaving health commodities by strengthening capacity for transportation and distribution systems, including involvement of locally owned Zambian logistics private companies.

Work Details
The purpose of this solicitation is to procure logistical services and deliveries of important commodities, with a reduced required success rate to accommodate inherent risks. The procurement will be conducted under full and open competition procedures pursuant to Part 15 of the Federal Acquisition Regulation (FAR), with the exception of public international organizations and foreign government-controlled organizations. The anticipated contract type is Cost-Plus-Fixed-Fee Completion Type for a maximum five (5) year period of performance. The RFP in no way obligates USAID to award a Contract, nor does it commit USAID to pay any cost incurred in the preparation and submission of a proposal.
