The following special notice is in response to questions received during and from industry day held on Monday, March 11, 2019 at the U.S. Small Business Administration (SBA) Headquarters located at 409 Third Street, SW, Eisenhower Conference Room, Washington, DC 20416.

Please do not submit applications, proposals, or resumes, or additional questions in response to this special notice as they will be discarded. If there are additional questions, the potential offeror will have the opportunity to submit them during the period designated for questions when the solicitation is issued.

The U.S Agency for International Development's Bureau for Policy, Planning and Learning (USAID/PPL) is issuing this Request for Information (RFI) for interested socioeconomic (e.g., 8(a), service-disabled veteran owned, Historically Underutilized Business Zones (HUBZone), small disadvantaged business, women-owned, economically disadvantaged woman owned) and small business organizations to provide comments, opinions, and recommendations and demonstrate capacity on the approaches for the information in the document below.

This RFI is a preliminary call for expressions of interest to provide services for the activity currently titled "USAID/PPL Program Cycle Mechanism." This is NOT a solicitation for work or a request for proposals, proposal abstracts, or quotations, and shall not be construed as an obligation on the part of USAID. This RFI is structured with background information about the expected objectives and illustrative activities of the Program Cycle Mechanism, then questions, and finally details on how to respond with a capabilities statement. Interested organizations are encouraged to identify their interest and capability to respond to the objectives and capability statement requirements described below and by responding to the questions. In accordance with FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by USAID to form a contract. This posting is strictly to gather "market research" information only. Responses to this RFI are strictly voluntary and USAID will not reimburse respondents for information provided in response to this RFI. This RFI is to solicit information and potential interest from organizations to provide technical and advisory services, depending on demand, at the Mission, Operating Unit, Bureau, Independent Office, and Agency-wide levels. Tasks to be assigned under this contract will support USAID units in satisfying USAID's Program Cycle Policy (as described in ADS 201) and may include:
development of tools, training, and guidance for all components of the Program Cycle, including strategic planning (i.e. the Country Development Cooperation Strategy development process), project design, activity design, program monitoring, evaluation, and Collaborating, Learning, and Adapting (CLA);
technical assistance for
specific program design efforts, including strategic planning, project design, and activity design;
design and implementation of evaluations and assessments;
monitoring efforts, including performance and context monitoring, as well as innovative complementary monitoring practices;
supporting the Agency to learn from evidence in order to adapt programming; and
supporting implementation of knowledge management practices.

This will be a new contract which is anticipated to begin on/about October 1, 2019, including option years, and expire on September 30, 2024.
