USAID/Mozambique intends to award a five-year cost-plus-fixed-fee (CPFF) completion contract for Monitoring, Evaluation, and Learning (MEL) Service. The main objective of the award is to establish a mechanism to strengthen USAID/Mozambique's evidence-based decision-making by providing continuous, on-the-ground, specialized MEL support to the Mission and its implementing partners (IPs). The activity will provide consistent and high- level performance monitoring and reporting support, as well as on-demand ability to implement studies, assessments, and evaluations of specific programs or activities.
Additionally, the activity will provide periodic and strategic capacity-building interventions to strengthen the MEL skills of USAID and IP staff. The activity will support the Mission's collaborating, learning, and adapting (CLA) initiatives and interventions by providing just- in-time specialized skills and logistics for a variety of efforts, such as project/activity designs, Maputo- and province-based portfolio reviews, stakeholder consultations, and pause-and-reflect sessions, in line with Mission policy and priorities as specified in the Country Development Cooperation Strategy (CDCS), Performance Management Plan (PMP) and internal Mission Order.

AMENDMENT 01

The purpose of this amendment is to provide responses to questions related to past performance as described in Attachment 01 Past Performance Questions and Answers

The purpose of this amendment 02 is to provide responses to questions related to past performance as described in Attachment 01 Past Performance Questions and Answers (2nd round).

AMENDMENT 03

The purpose of this amendment 03 is to provide responses to questions as described in Attachment 01 Questions and Answers (3rd round)

AMENDMENT 04

The purpose of this amendment 04 is to respond to the following question:

Question: XXX appreciates the responses USAID provided in Amendment 3 of USAID/Mozambique RFP. 72065622R00002, Monitoring, Evaluation, and Learning (MEL) Service activity. In section 11 of the page entitled "AMENDMENT OF SOLICITATION/MODIFICATION OF CONTRACT", neither box indicating whether the hour and date specified for receipt of offers is extended or not is marked. Please confirm if the hour and date for receipt of offers is extended and, if so, please provide the new hour and date.

Response: The date and time for submission of proposals remain unchanged.

AMENDMENT 05

The purpose of Amendment 05 is to respond to a follow up question received as set forth below:

Question: We are writing regarding the apparent discrepancy between Section L.5.c and USAID's answer to questions in Amendment 3, particularly question # 51.

Section L.5.c states: Technical and Cost Proposals must be kept separate from each other. Technical Proposals must not make reference to pricing data in order that the technical evaluation may be made strictly on the basis of technical merit. (emphasis in original). In the answer to question #51 of Amendment 3, USAID deletes original Section L.6.f and replaces it with a list of annexes to the Technical Proposal that includes Annex 9 Small Business Subcontracting Plan. The Subcontracting Plan Template provided by USAID as RFP Attachment J.5 includes several fields that require pricing data to be provided, including on page 2 of 9 the Total Contract Cost .

Given that providing the total contract cost as part of an Annex to the Technical Proposal results in providing pricing data in the Technical Proposal, will USAID move the Small Business Subcontracting Plan requirement to the Cost Proposal?

Response: Yes. The Subcontracting Plan Template, provided as RFP Attachment J.5 has been moved to the Cost Proposal.

AMENDMENT 06

The purpose of Amendment 06 is to correct section F.2 period of performance and clause I.5 FAR 52.217-8 Option to extend services (1999) as provided in attachment 1. Offerors are not required to submit a revised proposal.

Background
USAID/Mozambique is seeking proposals for a five-year cost-plus-fixed-fee (CPFF) completion contract for Monitoring, Evaluation, and Learning (MEL) Service. The main objective is to strengthen USAID/Mozambique’s evidence-based decision-making by providing continuous, on-the-ground, specialized MEL support to the Mission and its implementing partners. The activity will provide consistent and high-level performance monitoring and reporting support, as well as on-demand ability to implement studies, assessments, and evaluations of specific programs or activities. Additionally, the activity will provide periodic and strategic capacity-building interventions to strengthen the MEL skills of USAID and IP staff.

Work Details
The Contractor will be responsible for supporting Mission Performance Monitoring/Management, conducting Assessments and Evaluations, and fostering Collaborating, Learning, and Adapting (CLA). This includes tasks such as providing high-quality monitoring support, supporting the Mission Data Quality Assessments process, conducting independent performance monitoring, supporting GIS data management, conducting stakeholder/beneficiary interviews, assessments for midcourse stocktaking for the 2020-2025 CDCS and any successor CDCS analyses, among others.
Additionally, the Contractor will work with the Mission to foster an effective CLA culture by providing short-term technical experts as needed to support mission MEL activities, facilitating collaborating or learning events as needed, providing short-term consultants for MEL technical assistance to target Mission partners, among other tasks.

Period of Performance
The estimated period of performance is 5 years with an option year.

Place of Performance
The Contractor's main office is required to be in Maputo with a minimal support structure in central or northern Mozambique.
