To Small Business Offerors:

The United States Government, as represented by the United States Agency for International Development (USAID) Mission to Indonesia, is seeking proposals from qualified U.S Small Business Offerors interested in providing technical services for USAID Health Technical Assistance Project (BANTU II) as described in the attached Request For Proposals (RFP). USAID anticipates awarding one Cost-Plus-Fixed-Fee (CPFF) Completion type contract, with a total estimated cost in the range of $17 to $20 million, covering a total estimated period of five (5) years.

In accordance with FAR Part 19.5, this acquisition is being set aside for U.S. Small Businesses only. Teaming arrangements that include local partners are encouraged in order to adequately provide the expertise required for the program implementation.

The Project will involve providing technical assistance to USAID and its partners, including procurement sensitive activities, which may have an impact on the selected offeror's eligibility for selected future procurements.

If your organization decides to submit a proposal in response to this solicitation, it must be submitted in accordance with the instructions provided Section L of this RFP. Offerors must also carefully review Section M - Evaluation Factors. Sections B through I of the solicitation and Attachment J will become a substantive part of the anticipated contract with blanks to be completed by the Contracting Officer upon award. Section K - Representations, Certifications and Acknowledgements must be filled out in full.

Please note that Past Performance Matrix and Past Performance Reference Questionnaires must be submitted early and separately from Technical and Cost Proposal, no later than the closing dates stated above. If the past performance information and proposals are received after the closing date and time, or if it is incomplete, it will not be accepted nor considered unless authorized by the Contracting Officer pursuant to FAR 15.208.

Amendments to this solicitation will be made available at http://www.sam.gov. It is the offeror's responsibility to check this website periodically for official updates and amendments to the solicitation. This solicitation in no way obligates USAID to award a contract, nor does it commit USAID to pay any costs incurred in the preparation and submission of a proposal in response hereto. Furthermore, the Government reserves the right to reject any and all offers, if such action is considered to be in the best interest of the Government.

Work Details
The purpose of the Health Technical Assistance Project II (Bantu II) is to identify, recruit, hire, administer and support qualified individuals or organizations to provide short or long-term technical assistance as needed and requested by USAID Indonesia’s Office of Health and other offices, in particular, to support USAID’s Health program and CDCS strategies and priorities.
The Bantu II project will provide specialized, high-level technical assistance to USAID, USAID-funded programs, the GOI (e.g., the Ministry of Health (MOH), National AIDS Commission, Indonesian Commission for Hospital Accreditation, etc.) parastatal organizations (e.g., Eijkman Institute), sub-national government (e.g., district health office), non-government organizations (NGOs), civil society organizations (CSOs), academic institutions, and other research institutes as required.

Period of Performance
The contract will cover a total estimated period of five (5) years.

Place of Performance
Performance of this contract will be at the Contractor’s facilities in Indonesia.
