The United States Agency for International Development (USAID) is seeking proposals from U.S. or non-U.S. non-profit or for-profit organizations to achieve the objectives set forth in the attached Request for Proposals (RFP). USAID anticipates awarding one cost-plus-fixed-fee (CPFF) term form contract with a period of performance of 5 years. The North American Industry Classification System (NAICS) code for this acquisition is 611710. The authorized geographic code is 937.

This procurement will be conducted under full and open competition procedures, pursuant to Part 15 of the Federal Acquisition Regulation (FAR) (48 CFR Chapter 1).

Background

Work Details
The purpose of this contract is to provide services described in the Statement of Work (SOW) specified in Section C to implement the USAID Inclusive Primary Education Activity (IPEA). The work includes improving early grade reading skills of children with and without disabilities in primary schools in Cambodia, achieving national roll-out of the Inclusive Early Grade Learning (EGL) Program, strengthening school governance, transparency, and accountability, and increasing civil society engagement and participation in the education sector.
