The U.S. Agency for International Development (USAID) is seeking market research and analysis for health and life insurance, as well as agency-matching for an agency-sponsored retirement savings plan. The purpose of this research is to inform USAID's benefits determinations for U.S. Personal Services Contractors (USPSCs) who work with the agency both domestically and overseas. The contractor will be responsible for conducting market research, analyzing industry standard plans, assessing current reimbursement caps, and making recommendations for appropriate financial contributions. The timeframe for this acquisition is three months starting from March 1, 2023, with virtual meetings and in-person meetings in Washington, D.C. as necessary.

The scope of work includes researching the health insurance marketplace and assessing the current reimbursement caps to ensure that USPSCs can obtain health insurance benefits comparable to those of direct-hire employees participating in the Federal Employee Health Benefits Program (FEHB). The contractor will also research the life insurance marketplace and make recommendations to enable USPSCs to obtain life insurance coverage, considering the hazards of their work environments. Additionally, the contractor will assess the current 401(k) Plan and compare it to other defined benefit pensions offered by private and public employers to determine if any adjustments or matching contributions are necessary.

The deliverables for this project include PowerPoint presentations for USAID executives, written reports with analysis and recommendations on health and life insurance benefits, a cost comparison of benefits administration services, and a draft statement of work for a contract to provide expert advisory services on health and life insurance and agency-matching of the 401(k) Plan. The period of performance is three months starting from March 1, 2023, with virtual meetings and in-person meetings as needed in Washington, D.C. The staffing for this project will include a Senior Data Scientist, supported by a Mid-level Data Scientist and a Program Associate.
