The purpose of this Amendment to the Solicitation is to:

a) provide answers to questions from the prospective offerors;
b) incorporate revisions to the Solicitation document and provide revised Solicitation;
c) extend the deadline for proposals submission to February 1, 2022, 10:00 AM, Tbilisi,Georgia time (GMT/UTC +4).

The purpose of the USAID Financial Innovation Program is to increase the flow of diversified investment resources and innovative financial products to Georgia's private sector in order to expand businesses, create jobs, and attract additional private investment. The Program will achieve this through a holistic approach that:
Strengthens the financial market regulatory environment and infrastructure institutions
while leveraging innovations in financial technology;
Stimulates the market for equity and quasi-equity instruments and supports finance
providers to offer an expanded set of innovative and diversified financial products and
services tailored to Georgian start-ups and high potential SMEs; and,
Supports Georgian businesses to access fit-for-purpose financing instruments through a
network of professional transaction advisors.

Background
The United States Agency Mission for International Development in Georgia (USAID/Georgia) is seeking proposals from qualified companies and organizations interested in implementing the 'USAID Financial Innovation Program' as described in this solicitation.

Work Details
The purpose of the USAID Financial Innovation Program is to increase the flow of diversified investment resources and innovative financial products to Georgia's private sector in order to expand businesses, create jobs, and attract additional private investment. The program will achieve this through a holistic approach that strengthens the financial market regulatory environment and infrastructure institutions while leveraging innovations in financial technology, stimulates the market for equity and quasi-equity instruments, supports finance providers to offer an expanded set of innovative and diversified financial products and services tailored to Georgian start-ups and high potential SMEs, and supports Georgian businesses to access fit-for-purpose financing instruments through a network of professional transaction advisors.

Period of Performance
Subject to availability of funds, USAID contemplates award of a Cost-Plus-Fixed-Fee (CPFF) Completion type contract for a period of five (5) years from the date of award. The total estimated value of the award is $17 million - $19 million.
