Dear Prospective Offerors:
The U.S. Agency for International Development, Regional Development Mission for Asia (USAID/RDMA), contemplates awarding a five-year cost-plus-fixed-fee completion type Contract, to perform the services described in the attached solicitation. The North American Industry Classification System (NAICS) code for this acquisition is 541990 (All Other Professional, Scientific, and Technical Services). The authorized geographic code is 937. The maximum amount of the Contract (including costs and fee) is anticipated to be within a range of $14 million to $17 million, subject to the availability of funds.
The procurement will be conducted through full and open competition, under which any type of organization (large or small commercial [for profit] firms, educational institutions, and nonprofit organizations) is eligible to compete. The procedures set forth in the Federal Acquisition Regulation (FAR) Part 15 apply.
Prospective Offerors must submit questions about this solicitation to Ms. Tanapreeyanun Paoluglam, Acquisition & Assistance (A&A) Specialist, at tpaoluglam@usaid.gov, copy and Ms. Deborah Rakowski, Acquisition & Assistance (A&A) Specialist at drakowski@usaid.gov by the time and date indicated above. Offerors must submit electronic copies of offers in accordance with the instructions contained in Section L, Instructions to Offerors. USAID will evaluate responsive offers in accordance with the evaluation factors in Section M, Evaluation Factors for Award.
Issuance of this solicitation neither obligates USAID to award a Contract nor commits USAID to pay for any costs incurred by the Offeror in preparing and submitting an offer. Offerors incur such costs at their own risk. Any resulting Contract awarded under this RFP remains subject to the availability of funds and other internal approvals. Furthermore, USAID reserves the right to reject any and all offers when considered by the Contracting Officer (CO) to serve the best interests of the U.S. Government.

Synopsis: USAID/RDMA Enhance Activity
Dear Prospective Offerors:
The purpose of this synopsis is to inform you that the U.S. Agency for International Development, Regional Development Mission for Asia (USAID/RDMA), contemplates awarding a five-year cost-plus fixed-fee contract to perform the services that will achieve the goals and objectives of USAID/RDMA Enhance Activity per the attached draft Statement of Work posted on March 11, 2022. The North American Industry Classification System (NAICS) code for this acquisition is 541990 (All Other Professional, Scientific, and Technical Services). The authorized geographic code is 937. The maximum amount of the contract (including costs and fee) is anticipated to be within a range of $14 million to $17 million, subject to the availability of funds. The anticipated release date of the full solicitation is on or about April 1, 2022.
The purpose of the USAID/RDMA Enhance Activity is to strengthen citizen-centric local governance in Thailand. In particular, it aims to 1) Strengthen capacity of local governments and non-governmental stakeholders in citizen-centric governance; 2) Strengthen communications, networking, and learning among government and non-governmental stakeholders to increase innovations that will amplify citizen voice and accountability in local governance; and 3) Ensure wider adoption and/or institutionalization of successful local innovations that support citizen-centric governance.
Issuance of the forthcoming solicitation neither obligates USAID to award a contract nor commits USAID to pay for any costs incurred by the Offeror to prepare and submit an offer. Offerors incur such costs at their own risk. The resulting contract remains subject to the availability of funds and other internal approvals. USAID's responses to the feedback received
Dear Prospective Offerors,
Thank you for your participation in USAID's virtual pre-solicitation call on USAID/RDMA Enhance Activity on March 3, 2022. Please find USAID responses to feedback received on February 16, 2022 and from the virtual call on March 3, 2022 as detailed in Attachment A.
Additionally, as mentioned in the virtual call, USAID made an executive decision to use the Statement of Work (SOW) instead of the Statement of Objectives (SOO). Please find the attached draft Enhance SOW (Attachment B) for your reference. Please note that USAID is not seeking feedback, additional questions, or proposals at this time.
Issuance of this notification does not constitute an award commitment on the part of the U.S. Government, nor does it commit the Government to pay for any costs incurred in the preparation of further comments and proposals.

REQUEST FOR INFORMATION

The United States Agency for International Development, Regional Development Mission for Asia (USAID/RDMA) is in the process of gathering information to support activity design for USAID/RDMA Enhance Activity.
In particular, this Request for Information (RFI) intends to:
- Offer the opportunity for interested individuals and organizations to provide feedback on the Attachment A: Statement of Objectives (SOO), and the Attachment B: Draft Source Selection Criteria and Proposal Instructions , and,
- After review of the documents referenced in no. 1, USAID is interested to know whether your organization intends to submit the proposal as a prime offeror in response to the future Enhance solicitation to be issued at a later date.
Please note that USAID is seeking feedback to the mentioned documents only and is not seeking technical or cost proposals at this time. Responses to this RFI are voluntary and USAID will not pay respondents for any information provided in response to this RFI. All comments and questions regarding this RFI must be submitted in writing via e-mail to Ms. Tanapreeyanun Paoluglam, A&A Specialist at tpaoluglam@usaid.gov no later than the closing date and time stated above.
Virtual Pre-Solicitation Call
All prospective organizations are invited to attend a virtual pre-solicitation call on March 3, 2022 from 8.30 a.m. to 10.30 a.m. local time Bangkok, Thailand. The purpose of this meeting is to respond to feedback of the SOO and the evaluation criteria and address any questions received.
Anyone interested in attending the meeting please include your confirmation with the name, position, and email address of individuals to attend, and the organization represented in the response to the RFI by the date and time specified above. USAID will send the invitation prior to the call. Any costs related to attending this meeting will not be reimbursed by USAID.
