Description

The United States Government, represented by the United States Agency for International Development (USAID) in the Republic of Ecuador, hereby publishes this RFI to solicit Capability Statements from local entities with the capacity of performing the work described in Section III - Statement of Work (SOW).

The RFI is restricted to Local Entities as defined in ADS 303.6 Definitions . - Local entity means an individual, a corporation, a nonprofit organization, or another body of persons that (1) is legally organized under the laws of; (2) has as its principal place of business or operations in; and (3) is (A) majority owned by individuals who are citizens or lawful permanent residents of; and (B) managed by a governing body the majority of who are citizens or lawful permanent residents of the Republic of Ecuador.

For purposes of this definition, majority-owned' and -managed by include, without limitation, beneficiary interests and the power, either directly or indirectly, whether exercised or exercisable, to control the election, appointment, or tenure of the Organization. Ecuadorian universities, civil society organizations and firms are encouraged to respond to this request.

This RFI is issued solely for gathering information and market research and does not constitute a Request for Proposals.

Background
The United States Agency for International Development (USAID) has been active in Ecuador since 1961, focusing on economic and social development, environmental preservation, and disaster response.
Although the USAID Mission in Quito was closed in 2014, operations continued to support Ecuadorians until the office reopened in 2020.
The USAID/Ecuador Strategic Framework for 2020-2025 outlines two primary development objectives: strengthening institutions and promoting inclusive prosperity.
The Monitoring, Evaluation, and Learning (MEL) Support Platform aims to provide technical assistance for effective MEL functions during program implementation.

Work Details
The selected Awardee will provide MEL support services that include:
1. Evaluations, Assessments, and Other Studies: Conducting high-quality external evaluations, analyses, surveys, assessments, and producing briefing papers.
2. Performance and Context Monitoring: Assisting in the development of mission-wide Performance Management Plans (PMPs), facilitating indicator selection, data collection and analysis, supporting Data Quality Assessments (DQAs), and ensuring alignment of results with programs.
3. Geographic Information System (GIS) Management: Improving GIS database design and management, training staff on geospatial data collection methodologies, mapping interventions at various levels, and preparing visualizations of data analyses.
4. Collaborating, Learning, and Adapting (CLA): Supporting portfolio reviews, organizing workshops for stakeholders to share best practices, coordinating learning exchanges for capacity building across sectors.

Period of Performance
The contract is estimated to have a duration of five years with two base years and three option years.

Place of Performance
The contract will be performed in the Republic of Ecuador.
