Background
The United States Agency for International Development (USAID) in Cambodia is seeking proposals from U.S. or non-U.S. non-profit or for-profit organizations to achieve the objectives set forth in the Request for Proposals (RFP) No. 72044223R00002, titled 'USAID Carbon Off-set and Nature Strengthening through Ecotourism, Revenue-Sharing, and Community Engagement' (USAID CONSERVE).

The goal of this contract is to implement initiatives that enhance biodiversity, climate change mitigation, and community engagement in Cambodia. USAID anticipates awarding one cost-plus-fixed-fee (CPFF) completion-type contract with an estimated budget between $19 million and $24 million, subject to the availability of funds.

Work Details
The contractor will be responsible for providing services as outlined in Section C of the RFP, which includes:
1. Implementing strategies for carbon offset and nature conservation through ecotourism.
2. Engaging local communities in revenue-sharing models to promote sustainable practices.
3. Developing monitoring, evaluation, and learning plans to assess project impact.
4. Ensuring compliance with USAID branding and marking requirements.
5. Delivering reports and deliverables as specified in Section F, including a Rapid Mobilization Plan, Annual Work Plans, Quarterly Progress Reports, and a Final Report.
6. Managing grants under contract effectively while adhering to USAID regulations.

Period of Performance
The period of performance for this contract is five years from the effective date of the award.

Place of Performance
The contract will be performed in Cambodia.
