SUBJECT: Invitation for Bids (IFB) No. 72044021B00001 USAID Civil Works for Dioxin Remediation at Bien Hoa Airbase Area Phase 1
Dear Prospective Bidders:
The United States Agency for International Development in Vietnam (USAID/Vietnam) issues an Invitation For Bid (IFB) for a construction contract for USAID Civil Works - Phase 1 for Dioxin Remediation at Bien Hoa Airbase Area Phase 1. In accordance with Geographic Code 937, US and Vietnamese firms are eligible to participate in this IFB. This competition is not restricted to small businesses. All Prime and Sub-bidders must comply with Authorized Geographic Code 937 and must not be Foreign Government-controlled Organizations as defined in 22 CFR 228.13. If a Foreign Owned subcontract is submitted your bid will be considered non-responsive.
Bidders must be registered with www.sam.gov (see Section L) and hold required licenses and registrations as specified in Section C. The interested Bidders must provide valid registration certificates issued by the relevant ministries to satisfy the evaluation panel that potential Bidders are authorized to perform the work specified in the IFB and have maintained registration as required. The data provided by the Bidders will be validated through relevant databases. In accordance with FAR 52.204-7 System for Award Management, a bidder is required to be registered in SAM when submitting a bid and shall continue to be registered until time of award, during performance, and through final payment of any contract, resulting from this solicitation. All Bidders are required to obtain a DUNS number and to complete the System for Award Management (SAM) registration before an award may be made by USAID. See Section L.2 for further information.
USAID/Vietnam will follow Federal Acquisition Regulations (FAR) Part 36 Construction and Architect Engineer procedures for this procurement. The final evaluation of the bids will result in the issuance of a fixed price (FP) award per the Federal Acquisition Regulation (FAR) Part 14 and with option per FAR Part 17 to provide construction services as described in the attached IFB solicitation subject to availability of funds. USAID anticipates awarding a single award under this IFB solicitation. The estimated magnitude of the total bid of the Activity, as described in the IFB Section C, is more than $50,000,000. Instructions for responding to this IFB solicitation are provided in Section L and USAID will evaluate bids per IFB Section M. USAID will award a contract per FAR 36, FAR 14, FAR 16.202, and FAR 17.
Questions regarding this IFB must be submitted via e-mail to the points of contact identified in Section L no later than the date and time for questions stated above. Unless otherwise notified by an amendment to this IFB, USAID will not respond to questions after the deadline or by phone. Offerors must not submit questions to any other USAID staff. All questions submitted will be responded to in writing through an amendment to the IFB which will be publicly posted on www.sam.gov. Bids will be accepted electronically by the closing date and time shown above and in accordance with the instructions contained in Section L.4 of the IFB.
The site walk and conference will be scheduled among prospective Bidders and will be held virtually from Vietnam. Although they are not mandatory, Offerors are encouraged to attend this virtual site walk and conference. Prospective Bidders who wish to participate in this virtual conference may express their interest and provide their contact information, along with questions they wish to be answered during this virtual conference to Suzanne H. Johnson at sjohnson@usaid.gov and Karittha Jenchiewchan at kjenchiewchan@usaid.gov no later than November 26, 2021 Hanoi local time . Detailed information on the virtual conference will be provided to interested Bidders directly via email at a later date prior to the actual virtual conference.
Issuance of this IFB in no way obligates USAID to award a contract, nor does it commit USAID to pay any cost incurred in the preparation and submission of a proposal. USAID reserves the right to reject any and all offers received. Award of a contract under this IFB is subject to availability of funds and other internal USAID approvals. Final award of any resultant contract cannot be made until funds have been fully appropriated, allocated, and committed through USAID's internal procedures. USAID bears no responsibility for data errors resulting from transmission or conversion processes.

Background
The contract, titled 'USAID Civil Works for Dioxin Remediation at Bien Hoa Airbase Area – Phase I,' is part of a comprehensive 10-year plan to remediate dioxin at the Bien Hoa Airbase area. The project is a high priority for the United States Government (USG) in Vietnam, and it involves collaboration between USAID and the Vietnam Military Science Department. The project aims to provide remediation work in several on and off-base areas with high levels of dioxin contamination, as well as construction and maintenance of facilities required to support other project activities.
Work Details
The work components of this contract include the provision of remediation work in high dioxin contamination areas, construction and maintenance of facilities, excavation and transfer of contaminated materials, construction of storage areas, drainage infrastructure, fencing, guard shacks, access roads, and site restoration.
The work site is located in the area of Bien Hoa Airbase in Vietnam. The contract also includes responsibilities for administration and coordination, interpretation of plans and specifications, construction schedule monitoring, construction operations oversight, environmental compliance monitoring, quality assurance, materials receiving verification, construction changes and claims review, inspection services coordination, and post-construction services.
Period of Performance
The contract includes a base period of performance from the Notice to Proceed (NTP) until April 2025. Additionally, it covers demobilization as a separate Contract Line Item (CLIN), unit prices for excess quantities under CLIN 3, and an option period that extends the contract period by 18 months if exercised/authorized by the Contracting Officer (CO).
Place of Performance
The construction work will be performed at various locations within the Bien Hoa Airbase area in Bien Hoa, Dong Nai Province, Vietnam.
