In accordance with FAR Subpart 5.101(a) and FAR Subpart 5.2, this pre-solicitation notice is provided as a synopsis and is not a request for proposals (RFP). This notice in no way obligates the U.S. Government to issue an RFP and/or award a contract. Issuance of the RFP is subject to the availability of funds and other internal USAID approvals. The information contained in this notice is subject to modification and in no way binding to the U.S. Government.

The United States Agency for International Development in Burma (USAID/Burma) intends to issue a Request for Proposals (RFP) for the Responsible Investment and Trade Activity (RITA). This is a Cost-Plus-Fixed-Fee (CPFF) completion type contract, covering a total estimated period of five years. The activity will be procured using a Statement of Objectives (SOO). The purpose of RITA is to promote civilian ownership of the Burmese economy by increasing the share held by responsible, accountable, and transparent firms.

USAID believes that by increasing the interconnectedness of local firms through investment and trade with U.S. and regional businesses, local firms will be exposed to and are more likely to adopt high quality international best-practices and corporate governance standards. Such connections will also contribute to undercutting and disentangling competing forms of economic and political behavior that restrict competition, prevent the sharing of knowledge, and inhibit the flow of capital. USAID envisions RITA will engage a broad range of international and domestic private sector firms and civil society actors across multiple sectors (including agriculture) to facilitate deals and business partnerships, strengthen regional economic integration, and improve business accountability, transparency and competitiveness.

This procurement will be conducted under full and open competition procedures, pursuant to Part 15 of the Federal Acquisition Regulation (FAR) (48 CFR Chapter 1).
