USAF - Web Design and Hosting - MRAS

The United States Air Force (USAF), through the General Services Administration (GSA), is conducting market research to identify potential contractors for a non-personal services contract. The objective of this contract is to provide hosting services for two critical websites: the Tactical Missile Technical Coordination Group (TMTCG) and the Joint Munitions World Wide Review (JMWWR). These websites are essential for the USAF's communication and coordination efforts, particularly in relation to Foreign Military Sales (FMS) customers and global munitions reviews.

The scope of work involves providing comprehensive hosting services that include all necessary personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items needed to maintain these websites. The contractor will be responsible for ensuring that both the TMTCG and JMWWR sites operate seamlessly with no unplanned disruptions exceeding two hours within any 24-hour period. This entails maintaining all hardware, software, and licenses required to support these platforms while adhering to best practices in security and data management.

Currently hosted by Amazon Web Services under a different contract arrangement, these websites have specific technical specifications that must be met or exceeded by the new hosting environment. For instance, the TMTCG website requires a front-end server running IIS 10 on MS Hyper-V Server 2019 with a back-end SQL Server 15 supporting up to 50 concurrent users. Similarly, the JMWWR website operates on IIS 6.2 with Windows Server 2012 R2 and SQL Server 11. The hosting provider must ensure scalability to accommodate anticipated growth in data volume for both sites.

Moreover, the contractor must be equipped to process and store various document types efficiently as outlined in representative sampling tables provided in the solicitation document. This includes handling large volumes of Microsoft Word documents (.docx), Adobe PDFs (.pdf), JPEG images (.jpg), among others ensuring secure storage and swift access as required by USAF operations. Overall, this contract seeks a robust solution that guarantees continuous availability and reliability of these vital online resources.
