USAF - Water Pump Replacement and Fuel Tank Water removal - MRAS

The U.S. Air Force (USAF), in collaboration with the General Services Administration (GSA), is conducting market research to identify capable contractors for two critical projects at Kokee Air Force Station, Waimea, Hawaii. These projects are essential for maintaining operational efficiency and safety at the site, a 24/7 mission-critical facility. The primary goals include replacing a degraded potable water pumping system and removing water from the interstitial space of a significant fuel tank.

The first project involves the removal and replacement of the potable water pumping system located in Building 3 at Kokee AFS. The current pump is severely degraded, leaking due to a failed seal, and causing mechanical noise that indicates internal wear. This situation poses operational and safety risks, potentially leading to a complete loss of water supply across the site. The contractor will be tasked with providing all necessary labor, materials, equipment, and transportation to replace the pumping system and associated components such as piping and valves. The new system should ensure reliable water distribution throughout the installation, including reaching high elevation points like the dome facility.

In addition to pump replacement, comprehensive testing is required to confirm that all systems are fully operational post-installation. This includes ensuring no leaks exist after pressurization and verifying proper operation of newly installed components like alternating pump cycles and contact retention tanks.

The second project focuses on removing accumulated water from within a designated 5,500-gallon fuel tank's interstitial space in Building 6 at Kokee AFS. Water accumulation can occur due to condensation or leaks and presents risks such as corrosion or fuel degradation if not addressed timely. Contractors must perform thorough assessments to determine water volume before using appropriate methods for safe extraction without damaging tank structures or equipment. Post-removal inspections will verify complete removal while sampling ensures compliance with environmental regulations for proper disposal.
