Description

The United States Air Force (USAF), through the General Services Administration (GSA), is conducting market research to identify potential vendors capable of providing specialized equipment for the Air Force Logistics Enterprise. The primary objective of this initiative is to procure and certify four Weigh-in-Motion Portable Scales and Automated Cargo Measuring Systems. This equipment is essential for enhancing the efficiency and accuracy of logistics operations at Scott Air Force Base, Illinois, by enabling precise measurement of vehicle weights and dimensions in a dynamic environment.

The scope of work involves supplying all necessary materials, equipment, and labor to deliver a fully operational Weigh-in-Motion system that meets stringent specifications. The system must be capable of both static and dynamic weighing with a high degree of accuracy (+/- 1% within a 95% confidence interval). It should handle various vehicle types, including multi-axle vehicles and towed equipment, without interruption. Additionally, the system must automatically transmit data to a central processing unit (CPU) without manual entry, ensuring seamless integration into existing military load planning IT systems such as LOGMOD, CMOS, TC AIMS II.

Furthermore, the vendor is required to provide an advanced laser measuring system capable of accurately determining vehicle dimensions. This includes providing ruggedized CPU units resistant to harsh environmental conditions like sand and snow. An optional feature includes automatic importation from military systems for streamlined data management. The entire setup must be deployable via air transport on standardized aircraft pallets.

To ensure successful implementation and operation of these systems, the contractor must also offer comprehensive training for government personnel. This training will cover all aspects necessary for proficient operation, troubleshooting, and maintenance within 10 business days post-delivery. The goal is to empower personnel with the skills needed to independently manage automated measurements related to vehicle weights and dimensions as well as aircraft pallet gross weights.
