USAF - USSTRATCOM/JWAC/JQ2 Data Center Cleaning Services - MRAS

The General Services Administration (GSA), on behalf of the United States Air Force (USAF), is conducting market research to identify potential contractors for a crucial cleaning service requirement at the Joint Warfare Analysis Center (JWAC). The JWAC plays a significant role in supporting combatant commands and the Joint Staff by providing effects-based analysis and precision targeting options, which are vital for executing national security and military strategies. This solicitation seeks to ensure that JWAC's data centers operate efficiently by maintaining a clean environment, thereby improving equipment efficiency and extending the lifespan of critical hardware.

The scope of work involves comprehensive cleaning services for several data center zones within the JWAC facility. Specifically, contractors are required to perform annual cleaning in zones 404 and 405, with optional services available for additional zones such as 406/407, 110 A/B/C, 111, and 206. The selected contractor will be responsible for tasks including cleaning cable ducts, raceways, wire management systems, mopping and buffing raised floors, vacuuming underfloor plenums, and removing debris from perforated tiles. Moreover, all surfaces from below drop ceilings to concrete sub-floors must be thoroughly cleaned.

The technical requirements emphasize that the contractor must use vacuums equipped with HEPA filtration systems capable of capturing particles as small as .3 microns. This ensures thorough removal of dust and debris that could affect equipment performance. Cleaning must be executed while managing critical aspects such as power conditions, airflow density, temperature control (maintaining between 60 to 80 degrees Fahrenheit), humidity levels (30 to 60 percent), physical security measures, fire safety protocols, water detection systems, and smoke detectors.

Additionally, contractors must adhere to strict guidelines regarding electrical equipment usage during the cleaning process. All machinery used must pass an inspection for proper grounding and functionality before commencement of services. Electrical outlets located on walls or columns should be utilized exclusively; underfloor outlets or those connected to computer equipment are prohibited unless approved by the Data Center Manager. These precautions ensure minimal disruption during operations while maintaining safety standards throughout the facility.
