USAF/TPS Qualitative Evaluation PROTEUS Aircraft Services

II.DESCRIPTION:
This presolicitation notice is being posted in accordance with (IAW) Federal Acquisition Regulation (FAR) Part 5.201. This is not a request for proposal.

The Air Force Materiel Command, Air Force Test Center, Test Range and Specialized Contracting Division, Specialized Contracting Branch (AFTC/PZZD) intends to solicit, negotiate and award a sole source contract for this requirement under the authority of FAR 6.302-1(a)(2)(i), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements (10 USC 2304(c)(1)), to Scaled Composites, LLC - CAGE Code: 1CA12, 1624 Flight Line, Mojave, CA 93501.

The North American Industry Classification System (NAICS) code for this effort is 611512 (Flight Training) with a size standard of $34,000,000. The Service Code is U009 (Education/Training General)

The anticipated acquisition is for a single year, Firm Fixed Price (FFP) purchase order to provide a Proteus aircraft, along with a qualified Proteus flight instructor(s), for Qualitative Evaluation (QE) flights as described in the Qualitative Evaluation Board (QRB) report at the US Air Force (USAF) Test Pilot School (TPS). Specific procurement requirements are as specified in the attached DRAFT Performance Work Statement.
