USAF - Remedial Action Operation NJ - MRAS

On behalf of the United States Air Force (USAF), the General Services Administration (GSA) is conducting market research to identify capable contractors for a project involving environmental remediation services at the Atlantic City Air National Guard Base (ANGB) in New Jersey. The primary objective of this initiative, led by the National Guard Bureau's Environmental Division, Restoration Branch (A4VR), is to address and manage contamination issues as part of the Installation Restoration Program (IRP). This effort aims to ensure compliance with federal, state, and local environmental regulations while minimizing disruption to military operations.

The scope of work requires contractors to provide comprehensive remedial action operations (RAO) at designated IRP sites. This includes supplying all necessary personnel, equipment, tools, materials, and supervision needed for effective execution. The contractor will be responsible for characterizing and disposing of both investigation-derived and remediation-derived wastes. Notably, per- and polyfluoroalkyl substances (PFAS) have been detected in groundwater at these sites. The contractor will also need to manage utility costs associated with metered remediation systems under this task order.

Contractors are expected to perform their duties in accordance with a range of guidelines and policies including Air Force directives on PFAS-related waste management, the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), as well as other relevant federal facility agreements. They must also prepare a Performance Metrics and Measurement Plan (PMMP) that outlines measurable milestones tied to both administrative tasks and progress towards contaminant reduction objectives.

Additionally, contractors are required to support public affairs efforts related to this scope of work. This includes participating in meetings or site visits as needed. For projects expected to extend beyond five years or involve long-term monitoring or RAO activities, a Life Cycle Cost Analysis must be performed alongside an Optimized Exit Strategy. These efforts ensure that all environmental restoration activities are completed efficiently while maintaining compliance with applicable regulations.
