USAF - Remedial Action Operation - Channel Islands ANGS - MRAS

The United States Air Force (USAF), through the General Services Administration (GSA), is conducting market research to identify capable contractors for an upcoming contract opportunity. The focus of this research is on the provision of environmental remediation services at Channel Islands Air National Guard Station (ANGS) in California. The contract's overarching goal is to ensure that the Installation Restoration Program (IRP) sites at Channel Islands ANGS comply with Remedial Action Operation (RAO) requirements. This initiative is spearheaded by the National Guard Bureau's Environmental Division, Restoration Branch, which seeks to mitigate environmental risks while maintaining operational readiness and compliance with federal, state, and local regulations.

The scope of work involves a comprehensive range of tasks necessary for effective environmental remediation. Contractors are expected to provide all requisite personnel, equipment, tools, materials, supervision, and quality control measures to execute these tasks successfully. Key responsibilities include characterizing and disposing of investigation-derived and remediation-derived wastes, managing utility costs associated with metered remediation systems, and ensuring compliance with applicable laws and policies. Notably, there is a specific emphasis on addressing per- and polyfluoroalkyl substances (PFAS) detected in groundwater. Contractors must prepare a Performance Metrics and Measurement Plan (PMMP) that outlines measurable milestones tied to administrative requirements and progress towards meeting RAO objectives.

Additionally, contractors are required to support public affairs requirements related to the scope of work as per Air Force policy directives. This includes participating in meetings or site visits as needed. For sites where RAO or Long-Term Monitoring (LTM) activities extend beyond five years, contractors must conduct a Life Cycle Cost Analysis (LCCA). The LCCA should evaluate short-term remedial actions against long-term costs associated with ongoing RAO or LTM activities. Furthermore, an Optimized Exit Strategy must be developed for all sites not proceeding to No Further Action within the Task Order's Period of Performance.
