PRE-SOLICITATION NOTICE

Synopsis:

  1. This pre-solicitation notice is not to be construed as a formal solicitation (Invitation for Bid (IFB) or RFP). Submitting comments and questions on attached documents are voluntary and participants will not be compensated. Your response will be treated as information only, it shall not be used as a proposal. Any submitted documentation, upon delivery, becomes the property of the U.S. Government and will not be returned. Questions or comments concerning this notice should be addressed to the Contracting Officer.
  2. The Air Force Life Cycle Management Cycle, Special Operations Forces and Personnel Recovery Division (AFLCMC/WIS) is releasing a Pre-Solicitation Notice for the Rapid Development Integrated Facility (RDIF) support. AFLCMC/WIS plans to release a Request for Proposal (RFP) for the RDIF Support requirement not earlier than 19 August 2025. A single award, Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract is intended, using tradeoff of Past Performance versus Price source selection conducted in accordance with Federal Acquisition Regulation (FAR) Part 15.3, Contracting by Negotiation, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), the Air Force Federal Acquisition Regulation Supplement (AFFARS), DoD Source Selection Procedures dated 31 Mar 2016, and Air Force Mandatory Procedures 5315.3. This requirement has been offered and accepted into the 8(a) program, making this a competitive 8(a) set-aside.
  3. The RDIF is an organic development capability within AFLCMC that provides rapid adaptive engineering solutions for urgent warfighter needs. The RDIF is a Government Owned, Government Operated facility located at Wright-Patterson AFB, OH. The RDIF focuses on aircraft modification and prototyping which does not supplant current test centers or processes. This concept supports current reform initiatives and the current and future acquisition environment. The support requirements fluctuate as programs and funding are acquired. The primary place of contractor touch labor performance will be at the RDIF. Occasional aircraft modifications may be performed at other Air Force base locations both within Continental United States (CONUS) and Outside Continental United States (OCONUS).
  4. A draft Solictation/Model Contract document will likely be released at a future date.

Background

Work Details
The contractor shall provide one (1) B-52 PLLF1-11002-5 VLF Kit fabricated to the drawing package provided by the RDIF. The contractor is responsible for technical expertise, manpower, and materials to fabricate, assemble, inspect, ATP, and deliver the kit to DLA at Warner Robins AFB.

Specific tasks include:
- Ensure proper management and oversight for quality assurance.
- Conduct quality inspections and complete necessary paperwork.
- Order all materials within five working days post Task Order award.
- Provide weekly updates to the RDIF project manager on material status.
- Perform part fabrication, finishing, inspecting, and packaging.
- Maintain a clean working area including machinery/equipment utilized.

The delivery location is 370 Richard Ray Blvd., Robins AFB, GA 31098-1670.
