Background
The solicitation is issued by the Military Sealift Command for a time charter of a prepositioning vessel to be employed in worldwide trade for the transportation and/or prepositioning of cargo for the United States Air Force (USAF). The contract will be a fixed-priced time charter with reimbursable elements, with a performance period of one seventy (70) day period, four (4) additional one-year options, and a fifth option of two hundred sixty-seven (267) days. The vessel shall be capable of deployment to worldwide locations within 24 hours of notification by the Operational Commander designated by the U.S. Navy.

Work Details
The solicitation requires the time charter of one US or foreign flag self-sustaining container ship capable of carrying ammunition in 900 20' International Organization of Standardization (ISO) containers below deck and an additional 450 20’ ISO containers on deck. The vessel should be capable of carrying hazardous cargoes, explosives, ammunition, vehicular, containerized, and general cargoes.

The lay days are scheduled for July 23-25, 2022. The solicitation will be made available on www.sam.gov on 09 September 2021.

Period of Performance
The performance period includes one seventy (70) day period, four (4) additional one-year options, and a fifth option of two hundred sixty-seven (267) days. The anticipated award date is on or about 26 March 2022.

Place of Performance
The vessel is to be employed in worldwide trade for the transportation and/or prepositioning of cargo. It should be capable of deployment to worldwide locations within 24 hours of notification by the Operational Commander designated by the U.S. Navy.
