USAF PACAF - Civil Engineering Advisory and Assistance Services (A&AS) - MRAS

The General Services Administration (GSA), on behalf of the United States Air Force (USAF), is conducting market research to support the strategic operations of Kadena Air Base in Japan. The base serves as a crucial hub in the Pacific, managed by the 18th Civil Engineer Group (CEG), which oversees a vast array of facilities and infrastructure. This includes a significant construction program funded by both U.S. and Japanese governments, maintenance of over 8,000 housing units, and continual infrastructure optimization to accommodate evolving missions such as the integration of the F-15EX aircraft. To address these challenges effectively, the USAF seeks a flexible contract vehicle for obtaining expert Advisory and Assistance Services (A&AS) across various civil engineering domains.

The contract in question is an Indefinite Delivery Indefinite Quantity (IDIQ) non-personal A&AS agreement. It requires contractors to provide comprehensive personnel, supervision, and technical expertise to perform a wide range of civil engineering services at Kadena Air Base. The scope is designed to be extensive, allowing for Task Orders (TOs) to be issued for specific requirements as they arise. Contractors must be adept at supporting all stages of facility management from initial planning and programming through design, construction, and operational sustainment ensuring that all aspects of infrastructure development are covered.

Key capability areas under this contract include Program Management Support, Project Engineering & Management, and Operations & Sustainment Engineering. Contractors will offer senior-level program management for large-scale initiatives involving master scheduling, financial tracking, strategic planning, risk management, and stakeholder coordination with entities like USACE and NAVFAC. They will also provide project management from inception to completion along with multidisciplinary engineering support tasks such as developing cost estimates and performing technical reviews.

In addition to project-oriented services, contractors will offer expertise in sustaining existing base infrastructure through tasks like Facility Condition Assessments (FCAs) and managing data within systems like BUILDERTM Sustainment Management System (SMS). Personnel qualifications vary from senior-level professionals with advanced degrees or extensive experience to entry-level technicians with relevant field experience or certifications. Compliance with local laws and security clearances are mandatory due to the overseas nature of this work.
