Description

The General Services Administration (GSA), on behalf of the United States Air Force (USAF), is conducting market research to support the Air National Guard Recruiting and Retention Division (NGB/A1Y). The primary aim of this initiative is to enhance decision-making and productivity in recruiting and retention programs through operational research and strategic analysis. This involves providing comprehensive data analysis services that will assist in planning, coordination, and execution of mission requirements for the Air Force Recruiting Information Support System Total Force (AFRISS-TF).

The scope of work under this contract includes delivering Operational Research and Strategic Analysis services. The contractor will be responsible for supplying all necessary trained personnel, equipment, and materials to fulfill these obligations. Specifically, Data Analysts will act as subject matter experts in data science and advanced analytics. They will employ sophisticated analytical methods and mathematical models to gain insights into complex systems related to achieving ANG end strength targets.

This contract specifies a period of performance that consists of a 12-month base year with an additional four 12-month option years. Services are expected to be performed at Joint Base Andrews, Maryland, from Monday through Friday between 0800-1700 hours, excluding recognized U.S. holidays or during any government-directed facility closures due to emergencies or administrative reasons. Contractors are required to maintain a stable workforce capable of uninterrupted service delivery when facilities are operational.

Contractors may have telework options available when deemed beneficial for meeting governmental work requirements, subject to approval by the Contracting Officer's Representative (COR). Additionally, contractors must adhere strictly to installation regulations regarding safety, security, traffic laws, and access control while operating at Joint Base Andrews. These measures ensure compliance with all applicable rules while maintaining focus on achieving the project's strategic goals.
