USAF - Odoo Software License or Equal - MRAS

The United States Air Force (USAF), in collaboration with the General Services Administration (GSA), is conducting market research to support its Platform One (P1) initiative. The primary goal of this effort is to enhance the USAF's Development Security Operations (DevSecOps) capabilities by leveraging Odoo, an open-source Enterprise Resource Planning (ERP) software. This initiative aims to bolster the USAF's ability to create and maintain software threat models and secure compliant code, all while utilizing cloud flexibility. By integrating Odoo, the USAF seeks a comprehensive solution that aligns with its strategic objectives in supporting warfighters worldwide.

The scope of work involves deploying Odoo's business management platform to efficiently manage P1's growing customer base. The modular construction of Odoo allows for scalable expansion, minimizing initial financial burdens while offering extensive customization options through its library of 27,000 applications. These features provide P1 with the necessary flexibility to adapt to diverse customer requirements and support global operations. Additionally, integrating various functionalities such as customer relationship management, sales, project management, inventory management, accounting, human resource management, and more into a single platform will streamline operations and enhance overall efficiency.

The project includes a base performance period from May 2025 to May 2026 with two optional one-year extensions through May 2028. The implementation will take place at Platform One's facility in San Antonio, Texas. Key performance objectives include ensuring seamless integration across modules for data sharing throughout workflow stages and compatibility with existing systems like Atlassian Jira and Confluence. Furthermore, the solution must be capable of being self-hosted within Impact Level-4 environments and be containerized for deployment through Iron Bank.

In evaluating licensing options for Odoo deployment, considerations include differences in feature restrictions, scalability limitations, support differences among licenses such as enterprise or open-source editions. Additionally, pricing information regarding transition costs and training schedules will be assessed alongside potential discounts for long-term contracts or high-volume deployments. The selected solution must address operational needs like multi-environment visibility and compliance auditing while offering advanced analytics or machine learning-based anomaly detection at higher licensing tiers if available.
