USAF - MPACS 3 Agile Software Development - MRAS

The Air Force Nuclear Weapons Center, Command and Control (C2) Division (AFNWC/NCC) is seeking to enhance its Mission Planning and Analysis Common Services (MPACS 3) through a contract facilitated by the General Services Administration (GSA). This initiative aims to support the United States Strategic Command's strategic deterrence and global strike responsibilities under the Unified Command Plan. The overarching goal is to incrementally deliver working software using Agile and DevSecOps frameworks, ensuring that the MPACS 3 software application remains operationally effective. This will involve sustainment, maintenance, feature development, and architecture/integration updates.

The work requested involves a range of services related to software development and integration for MPACS 3. This system is part of the Integrated Strategic Planning and Analysis Network (ISPAN), which provides critical planning capabilities for nuclear operations. The contractor will be expected to provide engineering and software services that include maintenance of government-owned mission planning software, on-site support for planners, interoperability provisions with other programs, correction of known deficiencies, incorporation of guidance changes, and emergency response capabilities for Software Change Requests. Additionally, there will be a focus on application training for personnel involved in these operations.

MPACS comprises various data management and analysis applications with graphical user interfaces designed for advanced data visualization. These tools enable users to interactively manage nuclear planning data supporting both Nuclear Command and Control (NC2) war planning as well as non-NC2 analysis and reporting functions. The primary application within MPACS is the Plan Quality Review System (PQRS), complemented by other tools like Plan Manager, Orchestration, Messaging systems, PQRS Map, RA Briefs among others. These applications are vital in generating reports necessary for strategic decision-making processes related to nuclear weapon application.

Technically speaking, MPACS operates using a combination of Commercial Off-The-Shelf (COTS), Free Open Source Software (FOSS), and Government Off-The-Shelf (GOTS) components within a virtualized environment powered by VMware hypervisors. The successful contractor must possess a TOP SECRET facility clearance prior to commencing work on-site at government facilities or potentially at Offutt AFB in Nebraska where future software development environments may be established.
