USAF - Modernized Paramedic Providers Program (MP3) - MRAS

The Air Force (USAF), in collaboration with the General Services Administration (GSA), is conducting market research to support the Air Education & Training Command (AETC) Special Warfare Training Wing (SWTW). The primary goal of this initiative is to enhance the capabilities of the Special Warfare Training Squadron (SWTS) through the development and implementation of the Modernized Pararescue Provider Program (MP3). This program aims to equip personnel with advanced medical skills necessary for pararescue operations, ensuring they meet both national and special operations standards.

The MP3 contract requires a contractor to develop and deliver a comprehensive 210-day course. This course includes training and certification in various critical medical areas such as National Registry Emergency Medical Technician (NREMT), Basic Life Saving (BLS), Advanced Cardiac Life Saving (ACLS), Pediatric Advanced Life Support (PALS), Advanced Hazmat Life Support (AHLS), Nationally Registry Paramedic (NRP), and Tactical Combat Casualty Care-Combat Paramedic (TCCC-CP). Additionally, it covers core tasks aligned with Special Operations Force Baseline Interoperability Standards and pararescue-specific skills as outlined in the 1Z1 Career field Education and Training Plan.

Beyond standard NRP curriculum, trainees will engage in advanced topics including Tactical Combat Casualty Care, K-9 TCCC, cadaver labs featuring advanced surgical skills, prolonged casualty care, aerospace physiology/casualty evacuation scenarios, small unit care operations, culminating in a simulated deployed environment exercise. The training methodology incorporates group lectures alongside practical exercises utilizing live-tissue trauma labs, cadaver labs, high fidelity manikins, and other medical simulation techniques.

The course development phase requires interim lesson plans provided by a contractor partnered with an education institution accredited by the Committee of Accreditation of Emergency Medical Services Programs. This partnership ensures that training meets nationally registered paramedic standards while facilitating necessary clinical hour requirements for students under qualified preceptors. Full-time equivalent and part-time instructors will be employed to maintain appropriate instructor-to-student ratios throughout the program's development phases.
