USAF - Miniature Air Launch Decoy Engineering Services - MRAS

The General Services Administration (GSA), on behalf of the United States Air Force (USAF), is conducting market research to identify potential contractors capable of providing technical support for watershed protection and restoration. This initiative aligns with the broader goals set forth by various legislative acts, including the Clean Water Act of 1972 (CWA) and the Marine Protection, Research, and Sanctuaries Act (MPRSA). These acts aim to reduce water pollution from both point and nonpoint sources and protect oceanic ecosystems. Despite significant progress over the years, ongoing efforts are necessary to address water quality impairments in various water bodies across the nation.

The Performance Work Statement outlines a comprehensive plan to support the Environmental Protection Agency's (EPA) mission in monitoring water quality, assessing conditions, and reporting findings to both Congress and the public. The contractor will be responsible for advancing watershed protection through strategic development and implementation of Total Maximum Daily Loads (TMDLs) and enhancing collaborative partnerships across federal, tribal, state, local, and private sectors.
