USAF - Kessel Run Enterprise Software Tools (KREST) - MRAS

The General Services Administration (GSA), on behalf of the United States Air Force (USAF), is conducting market research to support the Kessel Run Enterprise Software Tools (KREST) initiative. The primary goal of this effort is to provide contractor-led and managed end-to-end services for Commercial-off-the-Shelf (COTS) software. This involves comprehensive management of existing software and addressing emergent requests for additional tools required throughout the contract's duration. The software will facilitate business and software development, ensuring that product and business teams can efficiently communicate and develop applications tailored to meet warfighter needs.

The work requested under this solicitation encompasses a wide range of responsibilities related to software management within Kessel Run. The contractor will be tasked with managing both COTS and Free & Open Source Software (FOSS) tools that support continuous integration and delivery (CI/CD) processes on the Kessel Run platform. This involves automating core security tasks by embedding security controls into the DevOps workflow, thereby enhancing Development, Security, and Platform Enablement for the All Domain Common Platform (ADCP). Additionally, the contractor will assist a government team in utilizing programming tools necessary for complex software development tasks while maintaining robust business operations.

Key technical requirements include tracking software license metrics, managing vendor relationships, integrating new software tools swiftly into existing environments, and ensuring seamless operation across development, testing/staging, and production environments. The contractor must employ technologies to monitor license usage, application availability, downtime issues, lead times for support services, as well as handle annual renewal reporting. By doing so, they will enhance operational efficiency within Kessel Run by acting as a liaison between vendors and government personnel while supporting evolving software needs.
