USAF - JWAC Analysis Datasets - MRAS

The U.S. Air Force (USAF), in collaboration with the General Services Administration (GSA), is conducting market research to support the Joint Warfare Analysis Center (JWAC) in Dahlgren, Virginia. This initiative aims to enhance the acquisition of commercial data necessary for comprehensive analysis and mission readiness. Historically, the procurement of commercial data has been a slow and costly process, often hampered by inefficiencies and limited access to suitable datasets. The current solicitation seeks to address these challenges by leveraging the capabilities of a specialized data marketplace designed specifically for government needs.

The work being requested involves acquiring commercial or proprietary datasets through the Grist Mill Exchange (GME), a platform that offers tailored solutions for government data requirements. The GME stands out due to its mission-ready data offerings, customer anonymity features, platform independence, transparent marketplace operations, and comprehensive data pedigree. The contractor will be responsible for delivering datasets or feeds as ordered by the government, managing licenses with agreed-upon usage rights, providing documentation and metadata for each dataset or feed, and offering technical guidance for integrating this data into government systems.

Additionally, the scope of work includes subscription management to data feeds and APIs, license management and renewal processes, as well as ensuring compliance with relevant operations security and cybersecurity policies when accessing Publicly Available Information (PAI). Technical support is also required to ensure seamless ingestion and use of this data within existing government frameworks. This initiative underscores JWAC's need for recurring access to high-quality commercial datasets that are crucial for supporting national security objectives.
