The Air Force Research Laboratory's Space Vehicles Directorate (AFRL/RV) and Directed Energy Directorate (AFRL/RD) are seeking advisory and assistance services to support their research and development efforts. The objective of this effort is to obtain professional engineering and management expertise necessary to ensure the development of high-performance technologies and systems that meet the warfighter's requirements. The contractor will provide strategic planning and management support, as well as scientific and technical advice, to ensure the AFRL directorates maintain proper research and development focus and obtain funding for current and future needs. The work will be performed primarily at Kirtland Air Force Base in New Mexico, with potential performance at other AFRL sites.

The contractor will provide personnel with expertise in space or directed energy systems and technologies, including principal engineers/scientists, senior engineers/scientists, engineers/scientists, business developers, program managers, and organizational development consultants. These personnel will support various aspects of the AFRL directorates' operations, including strategic planning, technology investment strategy, business development, organizational development, and division/branch planning leadership support.

The contractor's performance will be evaluated based on the quality of their personnel, resource control, management effectiveness, overall quality of efforts, and compliance with information technology security requirements. The Government will conduct quarterly surveillance assessments to track contractor performance and may increase surveillance frequency if performance is substandard. The contractor will also be required to report labor hours through a secure data collection site.
