Description

The U.S. Air Force (USAF), in collaboration with the General Services Administration (GSA), is conducting market research to identify capable contractors for providing environmental remediation services under the Installation Restoration Program (IRP). The primary objective of this initiative is to ensure that former and current Air National Guard Bases (ANGB) meet environmental compliance standards through effective remediation efforts. This effort is managed by the National Guard Bureau's Environmental Division, Restoration Branch (A4VR), and focuses on sites at Charlotte ANGB in North Carolina, Memphis ANGB's former location in Tennessee, and Richmond's former location in Virginia.

The scope of work involves comprehensive Remedial Action-Operation (RAO) and Long Term Maintenance (LTM) activities aimed at addressing contamination issues, including those related to Per- and polyfluoroalkyl substances (PFAS) detected in groundwater. Contractors are expected to provide all necessary personnel, equipment, tools, materials, supervision, and quality control measures required for these tasks. The successful execution of these services must be conducted with minimal disruption to ongoing missions at these installations while adhering strictly to Federal, State, local regulations as well as Department of Defense and Air Force policies.

Contractors will bear responsibility for obtaining necessary access permissions, registrations, certifications, licenses, permits and ensuring compliance with relevant laws and regulations without incurring additional costs to the government. Additionally, they will manage the characterization and disposal of any waste generated during investigation or remediation activities. The contractor must also cover utility costs associated with any metered remediation systems used under this task order.
