Description

The United States Air Force (USAF), in collaboration with the General Services Administration (GSA), is conducting market research to support the Air Force Research Laboratory Information Directorate (AFRL/RI) at the Rome Research Site in New York. The primary objective of this initiative is to provide comprehensive lifecycle engineering, technical, and operational support for intelligence missions across the Department of Defense (DoD) and Intelligence Community (IC). This effort aims to enhance capabilities that facilitate the collection, production, storage, analysis, exploitation, and dissemination of intelligence products. By doing so, it supports organizations dependent on these architectures and tools.

The scope of work under this contract includes Operations and Maintenance (O&M), Research and Development (R&D), and Procurement services. The contractor will be responsible for maintaining mission-critical IT infrastructure while also enhancing existing capabilities through process evaluations and updates to both software and hardware systems. This ensures continuity of operations for DoD and IC partners while addressing emerging mission needs. Furthermore, R&D efforts will focus on developing advanced capabilities by researching new technologies that can be prototyped and deployed within operational environments.

Additionally, procurement activities will involve acquiring existing systems to support intelligence operations both domestically and internationally as directed by government requirements. The AFRL/RI plays a pivotal role in supporting various intelligence agencies such as the National Air and Space Intelligence Center (NASIC) and Defense Intelligence Agency (DIA). The expanding nature of intelligence operations across air, space, and cyberspace necessitates enterprise-level support for enhancing digital intelligence capabilities including automation, cloud computing, artificial intelligence integration into models/simulations, space domain awareness enhancements among others.

In summary, this market research seeks to identify capable contractors who can deliver a full spectrum of engineering services essential for operating and sustaining IT systems related to daily corporate functions within DoD/IC partners' environments. This includes modifications to existing systems aimed at improving space/counterspace intelligence activities while ensuring minimal interruptions to mission-related activities through proactive maintenance strategies.
