Description

The General Services Administration (GSA), on behalf of the United States Air Force (USAF), is conducting market research to solicit retro-commissioning services for Heating, Ventilation, and Air Conditioning (HVAC) systems across multiple locations. This initiative is spearheaded by the Air National Guard (ANG) as part of its commitment to optimize existing infrastructure and ensure efficient operation of HVAC systems within various facilities. The overarching goal of this contract is to enhance operational efficiency and reliability while addressing any deficiencies in current HVAC installations.

The scope of work requires the contractor to provide comprehensive retro-commissioning services, which include evaluating existing HVAC systems, performing necessary minor repairs, and generating detailed reports on system deficiencies. The contractor will be responsible for supplying all required personnel, equipment, tools, materials, supervision, and quality control measures necessary to execute these tasks effectively. The project is designed not only to restore inoperative systems but also to establish a baseline condition report for each facility that includes recommendations for further improvements and cost estimates for potential repairs.

In addition to optimizing HVAC operations through retro-commissioning activities, the project aims to produce a "living report" that captures the current state of each facility's HVAC system. This report will document any unresolved issues post-retro-commissioning or minor repairs and provide a before-and-after assessment of system conditions. By allocating funds on a per-facility basis for minor repairs where feasible, the ANG seeks to maximize resource utilization while ensuring that essential infrastructure remains operationally sound throughout its installations.
